Our board members are volunteers, responsible for providing governance and leadership for LAWS. Most of them found their way to the board the same way most people find LAWS: as volunteers, fosters, and adopters first.
President
Kelli DeCora is a lifelong Laramie resident with a deep passion for animal welfare. Since joining LAWS in 2016, she has devoted her time and energy to caring for animals most in need. As president, she is committed to building a stronger future for LAWS, including transforming the building the organization purchased in 2024 into a space where long-standing dreams for expanded rescue, care, and community programs can finally become reality.
Treasurer
Kris is from Casper, Wyoming and has lived in Laramie since 1998. She grew up with many family pets and has always been an animal lover, volunteering at shelters and rescues in high school and college. After adopting a kitten from LAWS in 2017, she became an active volunteer. Her roles include kennels, adoption and volunteer coordinating, fostering, events, treasurer, and board member.
Secretary
Avy has been a member of the Wyoming community for 8 years and loves helping all animals. As a child, her family's rescued and adopted cats sparked her love for animal advocacy, and she is a cat mom to a tuxedo cat named LuLu. After being connected to LAWS in 2024, she became an active volunteer, helping run booths at community events, cleaning kennels, and completing board documents as Secretary. She is excited to grow in her position and help LAWS grow its advocacy for animals in need.
Director
Kathryn is a dedicated student with a passion for animal welfare. Over five and a half years she has fostered numerous neonatal and medical kittens, run the TNR program, worked on programming to provide support to community members through veterinary care, and played a major role in establishing the LAWS dog program. Her commitment extends beyond the rescue world: she actively engages in her school community and various clubs, and takes college credits through UW.
Director
Andrea has been involved with LAWS since she began volunteering in 2017, growing the SEB (socialization, enrichment, and behavior) program and helping with adoption screening, TNR, social media, and fundraising. Her passion centers on understanding and socializing shy and former feral cats, and she adopted a special cat named Ming from LAWS in 2019. Andrea now lives in Lincoln, Nebraska, where she volunteers with a local no-kill cat shelter, and she remains committed to supporting LAWS as it grows.
Director
Ellen first got involved when she adopted a kitten in 2020, and began volunteering with cat care in early 2023. She continued as a cat foster and social media coordinator and became a board member in early 2026, bringing project-management experience to help as many Laramie pets and families as possible. More than 70% of Wyoming households have pets, among the highest rates in the nation, so she believes helping pets is an important way to serve both the pets and the people of her community.
Director
Jillian is a lifelong Wyoming resident and has been part of the Laramie community since 2018. An animal lover for as long as she can remember, she began volunteering with LAWS in 2025, assisting with kennel care, community events, and TNR clinics, and hopes to own a sanctuary someday.
