Laramie has no municipal program for managing community cats. Trap-Neuter-Return here is run by LAWS volunteers and funded entirely by private donations. If it does not come from people like you, it does not happen.
TNR is the humane, evidence-based way to stabilize a colony: trap the cats, spay or neuter them, vaccinate them, ear-tip them so everyone can see they are done, and return them to the place they know.
When we checked in with colony caretakers recently, several had nothing to report. No unfixed cats left. After nearly thirteen years of very early mornings, that is what winning looks like.
Kitten season starts as the weather warms. Every cat fixed before then is a litter that is never born outside. Spaying and neutering also cuts fighting, roaming, and the spread of disease, and prevents conditions that turn life-threatening in a cat nobody is watching.
